Summary of Duties and Responsibilities

The Center for Industrial Research and Services (CIRAS) within the College of Engineering at Iowa State University seeks qualified applicants for a Government Contracting Specialist to provide strategic and technical assistance in the areas of government contracting to Iowa businesses with primary service in South Eastern Iowa. This specialist will be hired as a Program Manager I.
This position is responsible for counseling and advising business firms/clients on how to seek, obtain and perform on Federal, State and local government prime contracts and subcontracts. The Government Contracting Specialist works collaboratively with a company’s executive team to assess company needs, understand the market potential of government procurement, reduce barriers inherent in government contracting, and assist existing government contractors with market expansion. This assistance includes: Advanced Contracting Services, Bid Preparation Assistance, Marketing to the Government, Post Award Assistance and Procurement Preference Programs. The Specialist is also responsible for the development, management, and implementation of the PTAP Statewide Training Plan.

The Program Manager I will also develop and deliver complex programming, conduct company-wide assessments for multifaceted organizations, provide assistance to staff in the application of the FAR (Federal Acquisition Regulations)/DFAR (Defense Federal Acquisition Regulations) and will work with the GSA (General Services Administration) to schedule and develop partnerships with government agencies or related government service providers.

The successful candidate will have effective management and organizational skills, the ability to work well with a diverse population, and the ability to communicate effectively. Required Education and Experience

Bachelor’s degree and 5 years of related experience; OR a Master’s degree and 3 years of related experience; OR a Ph.D. or other professional degree and related experience.
